Hiram’s Highway is a strategic route connecting Sai Kung to the urban areas. The existing road section between Sai Kung Town and Marina Cove is a single 2-lane carriageway, for which the road alignment and sightlines at various locations need improvement. Besides, on many sections of the road, the footpath is either very narrow or simply missing. Owing to this road condition, Hiram’s Highway has a poor accident record. It is also observed that the road is already suffering from some local congestion, particularly during weekday AM rush-hours and on Sundays and Public Holidays.

As such, there is a genuine need for improving Hiram’s Highway to address both the anticipated growth in traffic and the current condition along the existing road.
